Here Joette Balsamo shares a quick and traditional way to create the illusion of fuller lips...

Apply lip balm either with lip brush or fingertips to prepare your lips
Define lips with lip pencil (either peach, rose, mauve or brown) or 2-3 shades brighter than your natural lip tone - don't do the traditional drawing around the lips instead use the pencil like a lipstick
Finish with a lip gloss to the middle of the pout to make the lips seem plumper and create dimension
