Eric Pfanner (London Bureau Chief at International Herald Tribune)sagt auch gleich was mit der Umschreibung 'Schutz von Online-Journalismus' gemeint ist:

Es geht (natürlich) darum, (neue) Wege zu finden um den arg gebeutelten Zeitungs- und Zeitschriftenverlagen helfen, den Übergang in die digitale Zukunft zu schaffen. Und weiter, es ginge der neuen Regierung unter Angela Merkel darum, auf dem "Spielfeld" Internet die Chancen der deutschen Verleger zu verbessern und Internetunternehmen wie Google ein Handikap zu verpassen, damit diese die Inhalte der Verlage nicht für eigene lukrative Geschäfte nutzen können ohne die Erlöse mit den Verlagen zu teilen.

Interessanteweise meint Pfanner ein wenig später, dass staatliche Eingriffe in den Medien ein sensibles Thema in Deutschland seien, weil sie die Erinnerung an die Kontrolle der Nazis der Presse während des Dritten Reiches wachrufen.
