Summary
The battle to preserve a historic district is fought one house at a time, but when zoning issues are involved, one property can turn the tide. Unfortunately, the Memphis City Council set back decades of progress in the Annesdale Park National Historic District, which is also a city preservation district and is zoned single-family residential. Its decision also sets a precedent for other historic districts, where old homes have been chopped up into apartments.
