As to "are the banks open today" is concerned, they might be – it depends on the bank. Check with your bank to see if they are closing early, or just closed on July 3rd. It depends on the branch. The Post Offices will be closing at noon. Neither banks nor Post Offices will be open on Saturday, July 4th – and a lot of stores will be closed as well.
