Overall, this is great for the industry because it makes Alexa data less bad. They don't explain much about their new system, but it's clear they are following Compete footsteps by taking additional data besides Toolbar data and doing some demographic normalization.
Translation: Good news for consumer companies where their audience is not tech-savvy (because their users usually didn't have the Alexa Toolbar), and bad news for Geek-focused companies.
Well, the bad/good news is not really bad/good because it doesn't change anyone business -- unless they were valuing your company by its Alexa Ranking.
